Red tape hampers bus services expansion across the nation as companies fight to build infrastructure
Downtown Portland faces a roadblock as developers race to get work done. The mayor has proposed cutting bus service to and from downtown.
A new City of Portland report shows a lack of adequate infrastructure for the expansion of the city's public transit system.
The report found that many city transportation improvements don't go through any formal review. Public transportation services aren't funded as well as other major infrastructure projects.
In recent years, many transit operations have been funded out of surplus funds or have not done as well as the other public transportation system's transit services in the city.

Portland is behind on projects such as light-rail transit lines and bus rapid-transit systems that could bring major improvements to downtown.
Roughly $2 million from the city's annual budget goes to public transportation services in other parts of Oregon. Public transportation services account for only 0.4 percent of the $4.1 billion annual transportation budget, according to the report.
The city spent most of its transit agency's budget on bus services вЂ” about one-fifth of its overall transportation budget. On the other hand, buses are needed to get to and from work in major places.
Downtown Portland needs improved access to parking, said Scott Jurek, the executive director of the public safety advocacy group Transportation Alternatives.
"For a neighborhood or location, you can't take a bus and run there if it takes three hours to get to work," Jurek said. "We've got to think about what's going to make it more comfortable to walk."
Portland is using funds it doesn't have to pay for street lighting, traffic signals, traffic police and bus service, said Mike McGowan, Portland's director of transportation policy.
While the city has made some strides on this front, the report points to several other areas where improvements could help make Portland more attractive to people living in the city's downtown.
The report finds:
Buses are unreliable. Portland bus service is slower than other public transportation systems in the city, with most delays or cancellations resulting from vehicle changes or vehicles with no one on board.
Portland buses cost more than other mass transit systems. The cost of purchasing buses is about the same as the cost of a bus ticket, and Portland's street parking system has about half of the parking locations that operate at some public transportation system levels in the U.S.
